An investigation by the IGPN has taken place since Monday against a senior officer of Paris' police headquarters who is accused of assaulting a cyclist while riding unmarked bikes in March. The prosecutor's office stated on Thursday. Paris, confirms Mediapart.
Alexis Marsan (deputy director of public order traffic (DOPC), of the PP) is the police officer in question. He confirmed the information to a source who was familiar with the matter.
These facts date back to March 16. The cyclist, who is riding on the Seine quay in a lane for bicycles and buses, says that a motorcyclist approaches him.
"I told him that it's a lane only for bikes and buses, not motorcycles," the cyclist said in a complaint filed at the same time at the 6th and 5th arrondissement police stations. "I'm the police, please stop!" ", he replied to the biker before pushing him with one arm while they ride side-by side.
The cyclist falls to the pavement and stumbles onto it. He received ten days of ITT for his multiple hematomas and dermabrasions. He remembers the license plate of his motorcycle, and when he files a complaint, it is confirmed that it belongs to a Prefecture of Police officer.
According to the Paris prosecutor, his complaint is for "facts that he describes to be violence by a person of public authority". It is sent first to the Judicial Accident Treatment Service STJA. On April 27, the cyclist reassembled at STJA to be auditioned. He then filed a second complaint.
Alexis Marsan filed a second complaint the next day "for facts which, he describes as non–assistance to someone in danger and refusal of comply", according to the prosecution. According to the Prefecture of Police, "Mr. Marsan" wrote a report on the same day and sent it to his superiors that day.
After a report by the latter on Monday's platform of "police of police", the IGPN has taken over the investigation into the facts that were denounced by Mr. Marsan. According to the prosecution, Mr. Marsan's complaint remains "under analysis".
